This mechanical baby doll does not have any markings and the battery compartment is corrosive, so I have not attempted to place new batteries in it, to check if it still functions properly.
The clothes are certainly showing age & the face should clean up, but I am not going to attempt to restore it.
This is a Rosko Japan doll.

Awww, it was easy...I just checked your first photo in Google Images.
Please explain how you can google images w/o having a title?
No laughing, I am computer illiterate most the time.
It took me over a year to find this site & it so far has been a godsend!
I right click on your photo and a menu appears - I then click on "Search Google for this image". As in the case of this doll, I found another image right away by typing in "battery operated crawling doll".

Now if my sad 10yr old Laptop that uses Vista will just cooperate I'm golden, it heats up and I have to shut it down and then can go again...

Well drat - since I use Vista Google does not support it... (no google tools)
I have been using Firefox & when I right click an image it only asks if I want to save or open link. . . DRAT!
