Inky has posted a selection of these, one in exactly the same shape. This is light cased glass, and the square-ish applied glass section (only one handle is like this - the other is quite rounded - but there doesn't appear to have been a crack) and petals are quite distinctive. It is reminiscent of a number of vases I have with blue applied frills.
This is 17.5cm high.
