I am not quite sure if this is a coat or dress ornament, the needles on the back are a bit too substantial to put through dress material (in my mind); so I'm assuming it was for a ladies coat. If you wanted a shorter/smaller ornament you can remove the hanging portion by removing the butterfly clutches and slipping the loops off the pin needles on the back.

I cannot find any maker's mark on the back, but was hoping someone might have an idea of the approximate vintage of the piece and a possible maker. Measurements are: 4 5/16" x 2 1/8" .

That's a clever design with the removable part. It may be for a coat lapel but may also be a hat or bag ornament. My guess it was produced in late 50s - 1960s to go with the item in the designer/manufacturer line and was not sold in stores separately, so unless you come across a pic in an ad, the chances to ID the maker are slim.
