This salt & pepper shaker set had a note claiming it was a christmas gift 1931. It is single piece, lids are made to look removable only; it does not have a makers mark on it anywhere, it just says Japan.
Does anyone have an idea of who may have made them?
Impossible to know who made them when they are only stamped "JAPAN". These were most likely made between 1921-1941.
99.9% sure Noritake. Look up Noritake Lustreware. That green color is particular to them and one they used in the 1930s.
Here's an ashtray showing the Noritake green. Unusual color in luster ware. (sometimes spelled Lustre Ware and Lusterware.)

Celiene now that you mention it when I was on replacements looking for the name of my "Noritake Scenic Handpainted Pedestal Open Salt Dish China" I seem to recall some green things... I'll go back to them and see if I can find this pattern.
Thank you for the memory reboot.
& thank you Efesgirl for the dates!
