A friend found this in a box of vintage items. It's adjustable as you can slide the "locking ring" into the grooves on the side in order to lock it in position. It is heavy, not lightweight like an olive tong. We have no idea what it is. Do any of you know?

Any idea as to why the screw is on the end?
Not one clue. The one on Etsy has the same eyelet screw.
