It's made of some type of steel. The ax is 11" from top to bottom. The ax head is 1 1/2" thick, 2 1/16" wide, 1 1/2" long. The handle and ax are two separate pieces. The ax was bored out and the handle inserted and then welded or some type of material was used to put the two pieces together. I have no idea if this was made yesterday or 100 years ago. It appears to be all hand made.

Too short to be swung effectively. Assuming it has an edge it appears to be a home-made splitting wedge for making kindling. Hold it in one hand and smack it with a hammer to split small chunks of wood into kindling.

If the head is brass/copper, I believe it is an old soldering iron. Should have had a wood handle on it.
