Asian Signed Print of Children Playing

This is an item I picked up while thrifting. I was immediately drawn to it because of its rich, vibrant coloring. The image size is approximately 12.25" wide by 9.5" high. There are no identifying marks or tags on the back of the frame. There are some characters on the lower left hand corner of the print that I've included in the pics. I don't know if this is a woodblock print or not. I've researched other woodblocks and it doesn't seem to resemble others I've seen. Perhaps a watercolor print? I would love any insight or information on this piece as I'm having a difficult time identifying it. Thank you!
