This appears to be a type of shear but the blade is not made to be sharpened and is blunt edged. It us very heavy construction.

This is a sheet metal shear designed to cut without causing half of the metal to curl. Ordinary shears force one side of the cut to ride up over the shear jaw causing it to curl (and run into your hand with dangerous results). These split out a thin strip of metal, rather than simply cutting on a line, allowing both sides of the cut to remain flat.
