Is this a Steiff??

I have had some difficulty identifying this bear. This was bought with a collection of Steiff bears at a estate sale. It does have some features which lead me to believe it may be Steiff, but that is conjecture on my part. For one, it has a hole in its left ear, perhaps where a Steiff button was. Both arms and legs are jointed and has the stuffing stich down the middle of the body. His stomach is hard to the touch and his ears are high up on the head. I'm not educated in teddy bears to any degree, so any advice would be appreciated.
