What is this? 4 inch handle, 3 inch awl type end about 1 inch thick on wide end, dull blade on one side.

This tool shows up constantly on "What-is-it" sites. It is a cork cutter sharpener. Corks cutters are thin-walled tubes that are pushed through a sheet of cork to make a cylindrical bottle stopper. The tube has to be very sharp and the beveled edge is on the outside of the tube. The pointed part of this tool goes into the end of the tube (it fits any size) and the blade is squeezed against the tube while the tube is turned. The blade scrapes a bevel on the tube.
