Compote Dish?

This is really pretty, but I'm not even sure what it is! It was donated to a church rummage sale. The base is separate from the dish and may have been used for ice, to keep whatever was in the bowl chilled. The base also fits in the bowl, but I doubt that chips and dip were on many menus in the 1930s. The diameter of the bowl is approximately 12".
