I have asked around and have searched online and cannot figure out what this tool is... Has anyone seen one like it before? Know what it is? I can provide you with more details if needed, just let me know. Any help is appreciated!
These are upholstery pliers used to grip webbing or leather and to stretch it around a frame prior to tacking it fast.

After looking on-line for metal upholstery pliers/grippers I can find nothing that looks like this item. Would you be so kind as to tell me more about these or a link to go to? Thank You!
When you are stretching a piece of leather tightly over a seat in preparation for tacking it to the chair frame you don't want to grip a small part of the edge because it's hard to keep even tension along the length of the edge and avoid a wavy look to the leather. Pulling on a wide section gives you better control as you move along the frame tacking it down. Here is the closest thing I could find quickly. It's not curved but the use is the same:

The problem is that your tool appears to be somewhat older. Many different similar shapes were used. The wide jaws, curved or straight, are the giveaway. You can grip the entire width of a piece of web at once and get an even tension across its width. You might look for an online tutorial about upholstering.
