This is the tweezer piece from my vintage travel kit. This has an usual gripping section. There is a hole on one side and a on the other is a round piece which fits flush in the hole. Special thanks to Carson the cat for being my background in photo 3. He was a good sport although his fur did not make the best item for this piece.
Photo 4 shows the tweezers in closed position.
I have used this but it has a bit tougher time grabbing the end of a splinter than normal tweezers.
It might be specifically for those masculine annoyances, nose hairs, so you don't pinch your septum.

interesting tweezer tool. closest thing I see that looks similar is called a front trunnion rivet location finder, which is a fixture or tool used to accurately transfer the rivet hole location of the front trunnion to the receiver.
