This one is in cast white metal and was cold painted, in the picture with the flash (second) the remains are made clearer. You can find a similar one here

This is similar but you can see that the cups are very different. Mine has berries on relief, the other not and that one is patinated. Swallows were common patterns in Victoria era, so I bet it is a Black Forest product done about 1880. You can see from the underneath the way the cup has been fixed, perhaps a newer reparation?
