I purchased this photo of a Naval officer with relaxed Napoleonic pose, the back mark is R.J. Rankin, photographer, Martinsburg, Va, not real sure of his rank or the time frame, as this is now part of West Virginia, which became a state June 20, 1863. The city of Martinsburg was incorporated by an act of the new West Virginia Legislature on March 30, 1868. It measures 2 1/2" x 4".

What waterway is in that area? Odd to see a Navy guy out there!

My thought exactly. Might have been on leave before or after West Virginia became a state.
The Ohio river begins in that area.
That is the other side of the state. It is within 25 miles of the Potomac and Harper's Ferry.
