I'm guessing the stall holders didn't know this was silver. Interesting that the design around the scarab is what the Dutch call "Zeeuwse Knopjes" or Zeeland Knots. The scarab looks to be ceramic rather than carved.
I'm totally crappy at deciphering Egyptian hallmarks.
I now know the flower is an Egyptian Water Lily. Half the battle won.

I think the flower is the Egyptian water lily (Nymphaea Caerulea) pictured in the style of ancient Egyptians.

Date letter looks to be 1945-49, 700 Cairo , the picture with marks is upside down :)
