HI~!! Yes, I would say it is judging from the old design safety pin clasp. Unless, of course, this was homemade by a crafts person who just happened to have one of those safety pin clasps in their hobby box. :-)))))

Hummmm...Checkout oldschool Bakelite jewelry . this kind of reminds me of some expensive brooches ive seen that have a heart with beads coming out of it like this one. Love this piece :)
