Pretty obvious by now, it is actually a wall clock!
Pic one is next to my Omega Geneve wrist watch, and you can see it is around 5 inches in diameter. It is actually a movement the same as those used in travel alarm clocks and the like, but those usually have no jewels at all in the movements! The strap is so well made it would pass for a normal one (as I wanted you to believe in part one!), and the buckle is well made too.
I found this in a charity (thrift) shop on my birthday, and it was being used as a part of the shops display on a wall. I was told it was not for sale, but a generous offer soon changed the manageress' mind!

I have seen one other online, it was missing the insides of the clock and was in very poor shape. Like I said in the first post, I think this is 1950's and it would be either something they sold as a novelty, or was used as a display piece in their stores.
I bet J.C. Penney would like to get it back!
