Currency?

Hello,

I am looking to identify this currency to help a friend with a box of family relics. The family was on the last train leaving Russia approximately 1918 before coming to the U.S.

They were a Jewish family fleeing pogroms at the time.

I put it under the category of world coins because it was the closest category I could find.
