antique floor lamp with milk glass and reading cone light

Hi! I am trying to find the designer if this lamp. Seems mid-century or Art deco, has a torchiere look with a milk glass and a reading cone lamp.
It seems it has been painted in black but gold color under.
I notified Underwritter's Labolatorie sticker with E-21232 number. On the plug, it is written Eagle USA but on the turn ON/OFF button, it is : champion n 1.

Anybody has seen this kind of lamp before? Any idea on the designer?
