Covered Casserole made by?

Purchased this in a thrift store in Chicago, bottom has a marking of V III, in gold, no other markings that I can see....We have been trying to figure out who made it and when to no avail.....so far have not come across the Mark..tried to match the handles and Laurel....so far no match.....white with gold trim, some of the gold is worn.....has anyone come across a piece like this that can help solve the mystery....we are stumped....thank you..
