To me, the shape looks suspiciously like a Welz shape - I have no good idea about the red on black amethyst decor.
Vase stands 7 1/2" (19 cm) tall with a base diameter of 2 3/4" (7 cm) and is marked as shown.
This appears to be a Welz shape to me also. It looks like this shape, although there is a difference I would note.

I have seen this shape in about 6 or 7 colors and décors over the years. This is a new décor for it, and possibly a new décor for Welz. In previously seen examples of this shape the rim was decorated with an applied contrasting color. That being said, they did make many shapes and décors without that particular detail. At 7.5 inches it is also the same basic height as other known examples of the shape with the applied rim detail.
The mark on the underside of this example is also a mark commonly found on Welz production. I would make two notes on that. The first is that I do not use the mark as a form of ID for Welz production. It can help to support a suspicion, but it is never used to make an attribution. Secondly, I am not aware of any example of production bearing this style of mark which is in a decor known, or documented to be by a company other than Welz.
Spatter décors such as this are virtually impossible to identify as to maker unless they are seen on a shape which has been previously identified as having been produced by a specific house.
