Plastic or Bakelite hollow cat makes noise when shaken. Molded in two parts, with seam. Black face details appear to be stain or paint worked into molded details.

circa about 1940's is a Child's Rattle . Very nice !
It's hollow, with something inside that rattles when shaken. Doesn't seem designed for rattle-age kids and there are no tooth marks. Stamped name inside front leg says HavAtoy.
That is what they were sold as . Here I just found one listed

Basically I would call it a cheap and dangerous rattle but I guess it amused children .
Oh and not a baby's rattle a rattle toy for a bit older toddler maybe to make them enjoy playing with them more . They made mostly o farm animals . The Cat is more unusual but every milking farm I was ever at had cats in the barn :-)
