It's very interesting hopefully someone knows what it is.
Looks like a pocket elec. wire stripper.
Its a fiber optic cutter. Used for fiber optic sensors on machinery.
Sorta like this.

ESwaney, how come it says use only once?
In order for the Fiber optic cable to cleanly transmit the laser light, a good clean cut is needed. A used (dull) knife will leave serrations (or scratches) that will diffuse the light. This is a single use tool for setup. I own a professional splicer kit with knives that get sharpened before each use.
