What is it? Some mentioned that it may be for cattle. It has an inlet port for a hose and there is a needle like point at the nozzle.
I purchased a long time ago at a junk shop.

Garden hose spray nozzle, me thinks
The handle operates the needle to get different spray patterns.
It is a pump. At the bottom of the tube is a check valve (the needle) that allows water to enter but not flow back out. The pump rod, with the handle, has a check valve on its lower end that does the same thing. Place the pump, upright, in a barrel or trough and when the handle is raised (after a stroke or two to prime the pump) it lifts the water inside the tube up and out of the opening near the top, simultaneously drawing "new" water in through the screen and valve at the bottom. When the handle is depressed the check valves prevent the "new"water which has been drawn into the tube from flowing back out the bottom and causes it to move through the valve on the rod so that when the rod is fully depressed the "new" water is now trapped above that valve, ready to be lifted up and out on the next stroke.
Sure is a tiny hole on the bottom intake cap.
The hole is small, thats what makes me think that the check valve UncleRon speaks of is the nozzle spray pattern diverter.
More info on the "cattle" tool. Considering again UncleRons information. The handle doesn't slide in and out pump fashion, but rather it turns,but only one revolution to engage the needle with the tiny hole.

I stand corrected. I have seen pumps made exactly like this.
Well, the spray comes out the end with the tapered needle valve & jet/hole. Other than spraying water from a garden hose attached, I don't know.
One of the things that threw me was the screen at the end. The one on ebay doesn't have one and the screen would seem to make any adjustment of the spray pattern irrelevant. I guess it's added to make a very fine misting spray (?)
UncleRon, do you refer to pic #3? I really don't see any screen, just solid metal with a small hole in the middle.
