Please help me figure out what this clock is and its origin.
-Beneath the hour hand is what looks to be a brand name "E-BEN"?
-The middle states "ANTIMAGNETIC", "7 RUBIS", "ANTICHOC"
-Lastly, the very bottom states "WEST GERMANY SASA"
-There is also a number "1609" that is suspected to be a model number of some sort.
-This clock was obtained in Turkey with a leather case and also can not be opened because of a needed key (locksmiths have stated they can not open it).

It's a watchman's clock. As a guard made his rounds he would find a key at various checkpoints. The key would have a number on it. He would insert each key into the keyhole in the clock where it would punch the number onto a strip of paper inside the clock. This would serve as proof that the guard wasn't slacking off on the job.
When I was fresh out of high school got a security job and I actually used one nearly like this... Mid 80s..thing looked like an antique then.... But that's just people hating it had to be built like a rock
