Philadelphia Bulletin newspaper bags. The one bag used by children delivering both the Sunday and daily Bulletin newspaper.
The other bag would have an adult usually at a corner booth were they would sell the Philadelphia newspaper along with cigarettes and magazines.
This picture was in usually placed in the ground so someone would drive up an deliver the the newspaper.
The metal boxes were located were a lot of foot travel would occur. They would be loaded with as many papers it could hold by a driver for the Bulletin.
The wagon was used by some paperboys, like the bag, in delivering the Bulletin newspaper on their route.
