      Not possible to ID a maker without a maker's mark. The design of the handle could be a clue to the age.
      Many of these sorts of cups/saucers come from Bavaria, Germany. This looks like a sort of Pussywillow pattern. No images of this cup on the internet.

      I take it that the bottom of the saucer is also unmarked? That is normally where factory marks are added.

      yes bottom of both cup and saucer plain white

      looks like there could be a number stamped into porcelain...hard to make out, maybe 213?

      That would be the mold number. No help for identification. It's a beautiful cup and saucer, but the maker will remain anonymous because there's no information available.
