Unique Barrel Bar part 2

I obtained this in 1994 and have yet to find out it's year or history behind this piece. It seems to be hand made hand made and of old oak wood. The pedestal on the bottom is separate. Both sides open as the top portion slides open. The red paint used on the inside is aged and looks totally different to any shade or texture I've seen. It has a hand carving on both ends but I have been unable to identify what they mean. Any help would be appreciated.
