I bought this and a later metal service service station by Marx. Orginally I was more happy with the steel Marx but friends have suggested the paper version was because the war efforts made no steel available, hence old and more valuable. Anyone car to comment?

I believe both this and the metal ones are postwar, so it's not about availability but rather price points. Lots of different cardboard playsets like this from the 1950s, some still made today (mostly European). I have some HO train buildings from the mid-50s in cardboard. I think manufacturers were appealing to budget minded hobbyists, and in your case, parents who didn't want to go overboard on a toy.
