Papier Mache is another material commonly used in Mexican folk art, as evident in these Day of the Dead figures. Figures are about 8" tall.
The small stoneware sombrero is a 1948 souvenir of Olvera Street - a Los Angeles Mexican-themed attraction meant to be a nod to the Southern California past.
I can see where Tim Burton gets his ideas.
