This is one of the most misidentified tools ever and variations show up here periodically. It is a cork-borer (or punch) sharpener. Bottle stopper corks are punched out of the raw bark with a set of graduated tubes called borers. The OUTSIDE edge of each tube is ground to a sharp bevel. The point of this tool is inserted into a tube, the "blade" is held against the tube and the tool is rotated, scraping an edge onto the tube.
UncleRon is correct in that it is a cork-borer. When I first found mine I had no idea what it was and never would have gotten it if not for having seen one in a newspaper "mystery tool" column
