      Looks to me like a small enamelled stick pin celebrating Queen Elizabeth II's coronation, hence the crown on the top. The ER is Elizabeth Regina, or Elizabeth the Queen.

      I don't know for sure if the ER is inlaid silver, or if the crown contains silver.

      Their is some evidence of verdigris on the back of the pin, so that the metal is most likely copper or brass. It's a type of corrosion.
