      That is depicting the Triomphe d'Amphitrite (a Goddess). Or sometimes called Neptune (Poseidon) bringing Amphitrite to his Palace. That is Poseidon leading her. (Some are called Triumph of Poseidon or the marriage of Poseidon & Amphitrite.)

      She is also known as The Nymph Galatea. She is depicted riding many different sea creatures.

      I think this is a personal interpretation, because I cannot find the original painting of this exact scene.

      Yeah - she is NOT Galatea. Amphitrite was the wife of Poseidon, and that is Poseidon leading her, the attendant cupids signifying love, of course!
