Its Japanese Ginbari Cloisonne. The fish net pattern is a theme you see even on pottery mainly on Japanese items, also Japanese Cloisonne is cleaner looking than Chinese Cloisonne unless you have old Chinese cloisonne before it was being exported. or imperial pieces. Most of the Chinese pieces that you find have air holes in the cloisonne or ash or debris in it instead of a smooth color. due to how they were processing it compared to the Japanese.
