Granger Pipe Tobacco cardboard sign

I bought this in the 1970s, I think in Staunton, Virginia. I liked the idyllic illustration of "Joe Hiestand Champion Trap Shooter." He must have been well know though I know nothing about him. I've never seen the sign elsewhere--any further insights?
