I have long believed this to be Welz but without proof. For me the clues are the ornate clear foot, the horizontal ribbing which covers most of the body and that the lower part of the body is vertically ribbed. I have other Welz pieces with these features.
However recently I came across an ebay listing showing this exact shape in the Welz décor called Harlequin Honeycomb, with the same ornate clear foot. Obviously I cannot use that image, but now I'm sure this is Welz.

Thank you, Karen. What is special about this one, for me, is that it's Welz doing 'colour graduating to clear'. That was fashionable back in the day and done by several makers.
