That mark is the so called Royal Vienna beehive or shield mark. Most pieces with this mark are not authentic Royal Vienna products, but rather reference to this style. The authentic pieces are in museums or in very rich individuals collections. Here you can read about it:

Many companies produced porcelain marked with like that in the late 19th, early 20th century. The real Royal Vienna factory finally closed in the 1860s.
Just because your urn is not authentic Royal Vienna, it doesn't mean it's worthless. It is really nice piece.

Yes, the nation of Austria did not exist as such until after WWI - before that it was a part of the Holy Roman Empire ruled by the Habsburgs. Some history here... https://en.wikipedia.org/wiki/Austria
