I found them at a thrift store. One was made in England the other in Gary Indiana at the US Steel Plant.

I agree with bobby725 - although they look a little small for that?
Hey iggy , bobby, and Gilian, thanks soo much, I did the reseach on what you all suggested and so far, it does not appeal to be a tapper or a foot pedal. I'm so lost. I've even consulted with a few retirees from the Steel Mill and still no luck :) I feel like taking it up to the actual steel mill in gary and seeking help, its about 3 miles from my home.
Send photos to the Steel Mill. What happens if you pull back, or push down on the lever? Is there a patent number on the metal plate?
