Very nice to see the pendant on the original chain!
Turkey has not used Arabic writing in many decades. Mustafa Kemal Atatürk changed the language in November 1928. I doubt that the necklace is that old, so likely to be Middle Eastern/Persian rather than Turkish.

It`s Mashallah in Arabic calligraphy. Based on items by the same maker with multiple panels depicting crescent and star, as well as Hagia Sophia, it`s Turkish. Cannot be too old,though, as already mentioned here. Not Ottoman Empire.
