I bought this off Geri yesterday for about 5 bucks. I've never seen one like it. There are two silver marks: 925 and ZI. The other mark is the silversmith mark, but it beats me what it represents. Not made in the Netherlands. In image search with the brooch against a neutral background turned up zero.
My chances of finding out what that mark is are probably about zero, too! Might be 1920s - might be 1980s.

ZI is a mark for Sterling Silver.
