This is a burdizzo. It's a ranch or veterinary tool for castrating cattle or sheep. You could look it up.

Thanks to all of you. I have been trying to find an answer to this puzzle for over a year. I keep the tool in my truck and ask anyone that knows tools. I have taken it in the local electrical supply houses and asked them since the ideal industry makes electrical tools. I got it at an estate sale of a friends dad. I can't wait to see him and let him know what it is. Everyone there was looking and making suggestions as to what it was used. One even suggested it was used to strip the insulation off wire and another thought it was used to take the hide off of an animal. Thanks again from an ex shop teacher that was stumped on this tool.
