Definitely collectible. This dates back to the days when paper money could be exchanged for silver or gold -- notice it says "pay to the bearer," not "legal tender" like modern US currency.

I read upside down that it says "Federal Reserve Note".
Its not backed by gold of silver.
Only the ones that say silver certificate, are backed by precious metal.

Not much collector value in these-- I got one a few years ago and found that most are valued just a little over face.
No US currency is backed by silver. Silver certificates are still legal tender at face value (and higher collector value for some), but are not backed by or redeemable for silver. Redemption for actual silver ended in the 1960s.
