I think this is a sweet Cameo brooch (mother and child?).

I'm not sure of what kind of material it's made of.
The metal ring turned green and it has a c clasp.

This was in a jewelry showcase at a thrift shop a couple of years ago.

It's brass with what looks like a plastic cameo. You can clean off all the verdigris (green gunk):

I think it's sweet too. Efesgirl is quite right about the setting being brass. The verdigris comes from the oxidation of the copper that is one of the ingredients in brass. While I also agree it is a molded piece, to me it looks more like white glass or porcelain that has had the brown added to give the illusion of helmet shell. Hope if you undertook any cleaning of the metal you were really, really careful: in my woeful experience the paint on such pieces is apt to be water soluble.
It may be a mass produced piece, but I have not seen it before, so rare in its own way. Because the taller figure is also wearing a dress that does not come to her ankles & is also wearing her hair down, not pinned up, I see them as an older sister playing with a younger one rather than as mother & daughter.
