This is a 1950's Tabletop Coin Op Game by Star Amusement Company.
The game is played by inserting a penny in the slot on the top and then turning the black knob in the center back and forth to work the penny down the tracks and try and get the penny to rest on the red landing at the bottom and push the red button to declare you're a winner!
