Penguin Cygnus Aluminum Petrol Lighter

Here is one from my collection that's really unique. Marked Penguin Cygnus with a Pat. #364140 on filler cap and Japan on bottom. A petrol wick and side roller flint ignition made of solid aluminum with a gold anodized finish. The flint feeder is spring loaded as well as a thumb adjust screw in back to increase the flint pressure. Looking for any company information, rarity and year of manufacture.
