Vintage Chinese Screen Titled "Steep Mountain and Bridge on Stream" Unknow why artist seal is Covered up??

Came across this from a gentleman who purchased at an Estae sale. The Story behind it was very interesting but kind of left me Puzzled. he stated The auctioneer whom he purchased it from at the auction of this gentlemen who was in his 90's stated that this was a gift from his neighboor back in the 60's. He stated his neighboor use to travel overseas often and asked him to bring him a souvenier. The story is his neighboor flew on Air Force 2. The Puzzle too me is why was what appears to be the artist information ( The Red Blocks) Covered up.??? Does anyone know what the writting says at the Top???? Appears to be on Cloth, Thanks in advance for any Information on this Puzling peice of art work on this screen.
