Looks like a home made converter 120 V AC to 12 or 14 V DC. There was probably a switch for 12 or 14 v where the little hole on the front. The big silver thingy is a capacitor. The green cord is connected to the AC/DC rectifier. The large square thing is the transformer.

If you turn it on, there is a danger that you could electrocute yourself if you switch it off and fiddle with it. Capacitors hold a charge for a long time, I opened the back of an old BBC Micro Computer which had been shut off for a month and I had an electric shock. Same for TV's, Radios with valves and similar.
