Delicate amber color glass with faded vertical red and blue stripes; it has a pour spout. I would be most grateful for i.d.

Found this several years ago, and brought it home because it was charming. The red and blue stripes look to be some type of flash application, but simply haven't a clue about "who it is".... Would be most grateful for your help in identifying this. There is no pontil on the bottom.
