I Think this is a Stainless Steel Brooch that my wife, and "I" picked up at the thrift store today. There are no marks on it, so not sure about that or the age. It's 1 3/4"dia. and 1/2" thick including the pin-back.
Just really liked the look, and works well, holding the scarf.
